It was activated in Spain and we had no issue buying applecare in Spain. My mother has an iPad pro 10.5 512gb that originally intended for United Arab Emirates distribution, but was sold to me (new, sealed) by a Spanish reseller. If you can, activate the product in the country you're going to use it. They extended Applecare at half price for me in exchange. Happened to me with a Macbook pro intended for UK distribution that was sold to me by a non-official reseller in Poland. There's a few scenarios for which Applecare will start running even if the item has not been opened.

Apple replaces battery and outer shell on their refurbished products. Go for the refurbished certified product, only if it's Apple Certified Refurbished (meaning it wasn't refurbished by any third party).
